Siyi Shen
Siyi Shen is the founder of Shen Law PLLC, a Washington, D.C.-based law firm focused on environmental law, litigation, and strategic regulatory counseling. Her practice sits at the intersection of complex regulation, business risk, and dispute strategy.
Siyi advises clients facing high-stakes legal and regulatory challenges across industries such as technology, chemicals, health care, transportation, and energy. She represents clients in litigation and provides strategic counseling on environmental compliance, regulatory exposure, and business-facing legal risk.
In her litigation practice, Siyi represents clients in complex disputes involving intellectual property, mass tort, product liability, and commercial matters. She drafts pleadings, dispositive motions, and other advocacy materials, manages discovery, works closely with expert witnesses, and develops case strategy with an eye toward efficient and favorable resolution, whether through motion practice, settlement, or trial preparation. On appeal, she briefs matters before the U.S. Court of Appeals for the District of Columbia Circuit and the Ninth Circuit involving challenges to federal agency rulemakings affecting the energy, medical device, chemical, and agricultural sectors, and she has second-chaired oral argument in the D.C. Circuit.
As an environmental regulatory counselor, Siyi advises clients navigating complex and evolving legal frameworks under major environmental statutes, including the Clean Air Act, Clean Water Act, the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). She analyzes regulatory obligations, litigation risk, industry impact, and policy developments to help clients make clear and informed strategic decisions. She also has significant experience with California clean air and climate law, policy, and governance.
Siyi maintains an active commitment to public-interest and pro bono work. Her experience includes defensive asylum matters before the U.S. Immigration Court, as well as counseling nonprofit organizations on ESG and climate-related issues such as product sustainability, certifications, voluntary carbon markets, and climate-conscious employee benefits.
Before founding Shen Law PLLC, Siyi practiced in the Washington, D.C. office of a large international law firm, where she handled complex litigation, appellate, and regulatory counseling matters. Earlier in her career, she also worked on environmental and climate issues at leading research and policy institutions, an experience that continues to inform her technically grounded, policy-aware, and business-oriented approach to legal practice.
